The Upper Peninsula Assessors Association is committed to supporting assessors, board members, and local officials through high‑quality professional education. Our goal is to ensure every community in the Upper Peninsula is served by knowledgeable, well‑trained assessment professionals who stay current with Michigan property tax law, appraisal standards, and State Tax Commission (STC) requirements.
Annual Board of Review Training
Each year, UPAA hosts comprehensive Board of Review (BOR) training designed for both new and returning BOR members, assessors, and local government staff.
Our training sessions:
Break down statutory responsibilities under Michigan’s General Property Tax Act
Provide guidance on handling protests, exemptions, poverty appeals, and recordkeeping
Offer real-world scenarios to build confidence and consistency
Ensure compliance with State Tax Commission guidelines
This annual program helps equip Boards of Review with the knowledge they need for a fair, transparent, and accurate review process.
State Tax Commission Update Courses
UPAA provides annual STC update courses to help assessors stay informed on State Tax Commission bulletins, rule changes, and evolving best practices.
These sessions typically include:
Recent legislative and administrative updates
Clarifications on assessment administration standards
Changes to Forms, Procedures, and STC-approved manuals
Guidance on audit preparation, AMAR requirements, and equalization topics
By offering accessible, regional training opportunities, UPAA helps assessment professionals remain compliant and current in their daily work.
Fall School: Continuing Education Opportunities
Our Fall School is one of UPAA’s signature educational programs. Held annually in the Upper Peninsula, this event offers multiple courses, specialty workshops, and assessor continuing education hours that contribute toward Michigan assessor certification renewal.

2026 MAA Summit UP – Educational Opportunity Summary
The 2026 MAA Summit UP is a two-day continuing education program hosted by the Michigan Assessors Association (MAA) and designed for Michigan assessing professionals. The summit will be held June 11–12, 2026, at Wells Township Hall in Wells, Michigan, and offers participants the opportunity to earn the required 16 hours of STC-approved continuing education credits.
The summit is structured as a two-day school, with 8 hours of instruction each day. Lunch is provided for attendees, and Day One includes a 30‑minute “Ask Me Anything” session with the instructors. Courses are taught by experienced assessors Brian Busscher and Shila Kiander.
Day One focuses on:
Agricultural Roundtable (4 CE credits): A workshop-style course addressing common and challenging agricultural property issues, including classification, qualified agricultural exemptions, and transfers of ownership. Participants are encouraged to bring real-life scenarios for discussion using the General Property Tax Act and STC guidance.
Basic Excel for Assessors (4 CE credits): A hands-on introductory course for assessors new to Microsoft Excel, covering spreadsheet creation, formatting, basic calculations, and data organization relevant to assessment work. A laptop with Excel is required.
Day Two covers:
Transfers of Ownership – Implementation and Administration (6 CE credits): A detailed course on understanding and applying Michigan’s Transfer of Ownership statute, including chain of title analysis, document management, CAMA processing, and best practices guided by STC bulletins.
End of Assessment Cycle Preparation (2 CE credits): Instruction on finalizing the assessment roll, statutory deadlines, workflow sequencing, and CAMA functionality, suitable for assessors at all experience levels.
Registration options include attending one day or both days, with discounted pricing for full attendance. Registration can be completed online or by mail. Full refunds (less a $20 administrative fee) are available if requested at least 10 days prior to the start date.
This summit is well suited for assessors seeking practical instruction, peer discussion, and required continuing education credits in a focused, in-person setting.
How to Enroll
Enrolling in UPAA training programs is simple and accessible for assessors, Board of Review members, and local officials across the Upper Peninsula.
1. Register Online
Course details and registration links are posted on the UPAA website as they become available. Participants can complete the registration form online and receive confirmation via email.
2. Watch for Email Announcements
UPAA members receive advance notice of upcoming training opportunities. Invitations include course descriptions, schedules, CE hour information, and direct enrollment links.
3. Mail-In Registration (When Available)
Some programs also offer a downloadable registration form for those who prefer to enroll by mail. Instructions for submission and payment are included directly on the form.
4. Early Registration Recommended
Because UPAA events often fill quickly—especially Board of Review Training and Fall School—participants are encouraged to enroll early to secure their spot.
